18 - 25 Princes Highway, Kogarah
Landmark Element Pty Ltd is proposing the re-development of 18-24 Princes Highway Kogarah, turning barren asphalted areas and low-grade commercial buildings into new diverse housing that will support families and workers within Kogarah’s Education and Health precinct.
The site, located on the corner of the Princes Highway and Rocky Point Road in Kogarah, is set on 2,640 sqm and located within walking distance from Kogarah Hospital and Kogarah Railway Station. The proposed high-quality mixed-use development will deliver approximately 91 apartments and will include at least 15% affordable housing above retail tenancies.
The site was declared a State Significate Development (SSD) in August 2025 and is seeking to permit:
· 9 storey mixed–used development
· 91 residential dwellings
· Ground level retail space
A previous development application (DA 2019/0337) included approval for 6 storeys on the site. The proposed SSDA seeks to increase height to 9 storeys, in line with recent planning legislation which prioritises increased housing developments in proximity to major public transport.
The Department of Housing, Housing and Infrastructure is the determining authority.
The proposed State Significant Development now includes at least 15% affordable housing, supporting the NSW Government’s approach to tackling the housing crisis by facilitating the increased supply of social and affordable housing. The inclusion of affordable housing in the development qualifies the proposal for eligibility under the NSW State Environmental Planning Policy (Housing) for height bonuses of 30%.
As a result, the proposed development includes an uplift in height from 6 to 9 storeys.
Technical studies are underway, including community consultation, and the SSDA is expected to be lodged in late-2026.
